Goa SPCB Issues Directions On Installation of OEMS

The Goa State Pollution Control Board (GSPCB) has issued a circular specifying further directions for installation of On-Line Effluent Monitoring Systems (OEMS) and Emission Monitoring Systems. This circular was issued on December 21, 2023.

The circular directs industries, units and other waste managing facilities to make note of the following directions:

  1. The installed systems may include sensors/ electrodes/ data communicating devices or other related devices. These installations should be certified by institutions such as the United States Environmental Protection Agency (US-EPA), Monitoring Certification Scheme (MCERTS) and Technical Inspection Association (TUV). This shall be in force till Indian certifications are established.

2. Indian manufacturers/ assemblers who provide such systems should also have:

  • Certification from USEPA, MCERTS, TUV or
  • The installed indigenous or assembled systems already have certified sensors. Such indigenous installation shall be matched with certified one by way of collateral installation for not less than 30 days. Such installations shall also be tested by accredited laboratories through manual testing and monitoring.

Every system supplier must comply with testing/ calibration protocol as per international standards and the Central Pollution Control Board (CPCB).
