Corrections issued to Central Electricity Regulatory Commission’s Amendment Regulations, 2023

The Central Electricity Regulatory Commission (CERC) has announced several corrections to the Central Electricity Regulatory Commission (Sharing of Inter-State Transmission Charges and Losses) (First Amendment) Regulations, 2023. This notification was issued on 17th October, 2023.

The corrections are aimed at clarifying certain provisions of the regulations and ensuring their effective implementation.

The following corrections have been made to the regulations:

1. Deletion of “under Step-1”:

  • In the last column of the first row of Table I and Table II under sub-clause (f) of Clause (2) of Regulation 13, the words “under Step-1” have been deleted. This correction aims to provide greater clarity regarding the application of the regulations.
  • The last column of the tables covers % of drawl Schedule from identified generating station or ESS, to be considered under Step-1 under Annexure-III. Hence, by virtue of this correction, the words ‘under step-1’ have been deleted.

2. Substitution of “sub-clause (b) of Clause (2) of Regulation 15”:

  • In the last line of sub-clause (f) of Clause (1) of Annexure III, the words “sub-clause (b) of Clause (2) of Regulation 15” have been substituted with the words “sub-clause (a) of Clause (2) of Regulation 15.” This change ensures accurate reference within the regulations.

3. Revised Definition of ‘T’:

  • In the formula under sub-clause (b)(i) under Clause (2) of Annexure III, the expanded meaning of ‘T’ has been clarified. ‘T’ is now defined as “the number of time blocks in a month for which T-GNA has been granted.” This revision provides a more precise definition for ‘T’ in the context of the regulations.

4. Revised Calculation of ‘Waiver’:

  • In the formula under sub-clause (b)(ii) of Clause (2) of Annexure III, the expanded meaning of the word “Waiver” has been modified. The new definition of ‘Waiver’ is as follows: “Waiver (%) = 100 X (sum of SDRTG for the time blocks in the month for which T-GNARE has been granted) / (total number of time blocks for which T-GNARE has been granted in the month X 0.3 X T-GNARE).” This change aims to ensure accurate calculation of ‘Waiver’ as per the regulations.
