The Department of Animal Husbandry and Dairying has issued a notification pertaining to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. This notification has come into force on 5th October, 2023
The notification introduces new requirements for beneficiaries availing of benefits under the scheme of National Livestock Mission Entrepreneurship Development Programme, and it also addresses exceptions for individuals facing Aadhaar authentication issues.
The key highlights of this notification are as follows:
- Aadhaar Requirement:
- Every eligible beneficiary who wishes to avail benefits under the Scheme is now required to provide proof of possessing an Aadhaar number or undergo Aadhaar authentication.
- For eligible beneficiaries who do not possess an Aadhaar number or have not yet enrolled for Aadhaar, they must apply for Aadhaar enrolment if they are so entitled. To do so they can visit any Aadhaar enrolment center for the enrolment process.
- Aadhaar Enrolment Facilities:
- As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the concerned department responsible for implementing the Scheme must offer Aadhaar enrolment facilities to beneficiaries who are not yet enrolled for Aadhaar.
- In cases where there is no Aadhaar enrolment center in the respective Block, Taluka, or Tehsil, the concerned department shall provide enrolment facilities at convenient locations, in coordination with existing registrars or by becoming registrars themselves.
- Documentary Proof for Non-Aadhaar Holders:
- Until Aadhaar is assigned to individuals, benefits under the Scheme can be granted upon the production of certain documents. These include the Aadhaar Enrolment Identification slip and any one of several specified documents, such as a bank or post office passbook with a photo, voter identification card, or passport.
- Exception Handling Mechanisms:
- In cases where Aadhaar authentication fails due to various reasons, such as poor biometrics, several exception handling mechanisms have been outlined. These include using Immune Reconstruction Inflammatory Syndrome scan or face authentication, offering Aadhaar One Time Password (OTP) or Time-based OTP with limited time validity, and accepting physical Aadhaar letters with a Quick Response code for verification.
- Quick Response Code Readers:
- The notification also requires the provision of Quick Response code readers at convenient locations by the concerned department responsible for implementing the Scheme.
This notification is not applicable to the states of Assam, Meghalaya, and the Union Territory of Jammu and Kashmir.
