Applicability of Conformity of Production (COP) for CPCB II Extended Manufacturing

The Ministry of Environment, Forest and Climate Change (MoEFCC) has issued a circular on the applicability of Conformity of Production (COP) for CPCB II extended manufacturing.

It may be recalled that the MoEFCC had revised emission limits for new engines used in power generating sets (Gensets) up to 800 kW Gross Mechanical Power. This notification dated November 3, 2022, aimed to set stringent standards for emissions from these engines.

However, recognizing the practical challenges and transitional period required for manufacturers and suppliers to comply with the revised emission standards, the MoEFCC had introduced an amendment dated June 14, 2023. Additionally, an Office Memorandum (OM) dated June 22, 2023, was issued to provide exemptions from the revised standards.

Under these amendments and the OM, Gensets and Genset Engines that are manufactured and supplied up to June 30, 2024, will be exempt from the revised emission standards. This exemption applies to units for which purchase orders were issued on or before June 30, 2023, and a copy of these orders was submitted to the Central Pollution Control Board (CPCB) by July 31, 2023.

Manufacturers, importers, and suppliers of Genset and Genset Engine models that benefit from the provisions of GSR 436(E) dated June 14, 2023, and MoEFCC OM dated June 22, 2023, are hereby informed that they must conduct or renew Conformity of Production (COP) tests for these models. These tests should be carried out following the relevant systems and procedures and will remain valid until June 30, 2024.
