Ministry of Health & Family Welfare (MoHFW) has issued Guidelines for Allocation of Central Pool MBBS/BDS seats for the academic year 2023-24. These Guidelines were issued through an Office Memo dated 3rd August, 2023.
The process for selecting candidates for Central Pool MBBS/BDS seats has been meticulously outlined, taking into consideration eligibility conditions and educational qualifications.
Beneficiary States/Union Territories: The Central Pool MBBS/BDS seats are allocated to states and union territories that are facing deficiencies in medical education infrastructure, thereby enhancing the availability of quality healthcare professionals across the nation.
Eligibility Conditions: The selection criteria prioritize candidates with strong local affiliations. The following individuals are eligible to apply:
- Permanent residents of the concerned state/union territory.
- Employees of the concerned state/union territory government.
- Employees of the Central/Other State/UT Government on deputation to the concerned state/union territory.
- Employees of the Central/Other State/UT Government posted in and having their headquarters within the concerned state/union territory.
Additionally, the children of Central/State/UT Government employees mentioned above are to be treated on par with local residents.
Educational Qualification: The minimum educational criteria mandate that candidates must have passed in the subjects of Physics, Chemistry, Biology, and English individually. They should have secured a minimum of 50% marks (40% for SC/ST or OBC, and 45% for Gen-PH, SC-PWD, ST-PWD, OBC-PWD category candidates) taken collectively in Physics, Chemistry, Biology/Biotechnology at the qualifying examination.
Selection of Candidates: The selection of candidates will be primarily based on the National Eligibility cum Entrance Test (NEET)-2023, conducted by the National Testing Agency. As per the Graduate Medical Education Regulations of the National Medical Commission, candidates need to secure a minimum percentile at NEET. This percentile varies according to categories:
- General Category: 50th percentile
- SC/ST/OBC Category: 40th percentile
- Candidates with Specified Disabilities: 45th percentile
The percentile is determined based on the highest marks secured in the All India common merit list in the National Eligibility Cum Entrance Test.
Reservation: The reservation policy employed by the respective beneficiary state/union territory will be applied to Central Pool MBBS/BDS seats, ensuring equitable opportunities for all eligible candidates.

- Selection of candidates by beneficiary Government Departments
- Selection of candidates by Ministry of External Affairs
