The Ministry of Power (MoP) has issued a resolution amending the Guidelines for Encouraging Competition in Development of Transmission Projects. This resolution was issued on 4th July, 2023.
The resolution amends Para 15 of the Guidelines for Encouraging Competition in Development of Transmission Projects which deals with project formulation.
The MoP now tasks the National Committee on Transmission (NCT) to allocate the task of carrying out survey report of transmission projects to the respective Bid Process Coordinators (BPCs).
Prior to this amendment , the NCT would allocate the task of preparing survey report by maintaining a roster amongst agencies namely Central Transmission Utility (CTU) & BPCs. After actual decision regarding the mode of execution of any transmission project, the relevant survey report would be procured by the agency bidding out the transmission project from the agency nominated by NCT for survey upon reimbursement of the cost incurred.
Hence the present amendment has simplified the process since the NCT now will directly allocate the task of carrying out the survey report to the BPCs.
