CBIC Issues Guidebook For ‘Faceless Assessment’.

The Central Board of Direct Taxes has published a guidebook for Faceless Assessment to assist the concerned stakeholders in the successful implementation of Faceless Assessment across the country.

The Faceless Assessment uses a technology platform to separate the Customs assessment process from the physical location of a Customs officer at the port of arrival. This measure will bolster efforts to ensure an objective, free, fair and just assessment.

The Key objectives of Faceless Assessment include:

  1. Anonymity in assessment for reduced physical interface between trade and Customs
  2.  Speedier Customs clearances through efficient utilization of manpower
  3.  Greater uniformity of assessment across locations
  4.  Promoting sector-specific and functional specialization in the assessment.

This Guidebook has been prepared to help the Customs officers and other concerned stakeholders in the successful implementation of Faceless Assessment across the country. It will act as a ready reckoner covering aspects of Reforms undertaken by CBIC, especially those enabling Turant Customs,  Institutional set up for Faceless Assessment,  Roles and responsibilities of National Assessment Centres (NAC), their Co-Convenors, Processes/ procedures for Faceless Assessment and Communication and outreach efforts for successful implementation of Faceless Assessment.
