NPC Approves Uniform Protection Protocol for Indian Grid Users
The Protocol applies to all Regional entities, State/Central/Private Generating Companies/ Generating Stations, SLDCs, RLDCs, CTU, STUs, Transmission Licensees and RPCs, connected to the grid at or above 220 kV (132 kV for the North-Eastern Region). The protocol addresses protection requirements for various power system components, including thermal and hydro power plants, renewable energy sources, battery energy storage systems, substations, transmission lines, and HVDC terminals.
CAQM Reviews Implementation of GRAP to Combat Air Pollution in NCR

CERC Extends Deadline for Feedback on Inter-State Transmission Charge Regulations
It may be recalled that CERC had originally fixed the deadline for receiving comments on this draft as November 11, 2024. CERC has now decided to grant an extension in this deadlines till November 25, 2024. The CERC has granted this extension in response to requests from stakeholders who require more time to review the draft regulations and provide their feedback.
CERC Proposes New Regulations for Carbon Credit Trading
The Central Electricity Regulatory Commission (CERC) has proposed new regulations to govern the purchase and sale of Carbon Credit Certificates (CCCs) in India. The Bureau of Energy Efficiency will categorize CCCs for obligated and non-obligated entities seeking to comply with or offset their carbon footprint. CCCs will be traded on power exchanges, with specific rules for eligibility, price discovery, and registry interaction requiring CERC approval.
Final Extension Granted for PG Medical Course Annual Declaration Submission
The Post Graduate Medical Education Board (PGMEB) has extended the deadline for medical colleges and institutes to submit their annual declaration reports for PG medical courses till November 22, 2024. A penalty of Rs. 50,000/- plus 18% GST will be imposed for each PG medical course submitted after the extended deadline.

The Under Graduate Medical Education Board (UGMEB) of the National Medical Commission (NMC) has announced an extension for the submission of annual declaration details by medical colleges and institutes across the country. The new deadline is November 30, 2024.
New Rules for Air Pollution Adjudication in India
The rules detail procedures for filing complaints, holding inquiries, and imposing penalties for contraventions of the Act. They empower adjudicating officers to enforce penalties for violations that harm air quality. If a contravention is proven, adjudicating officers can impose penalties under the Act. All penalties collected will be credited to the Environment Protection Fund.

Central government enacts penalties for contraventions of Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2024 and the E-Waste (Management) Second Amendment Rules, 2024
The amendments provides that whoever fails to comply with or contravenes any of the provisions of these rules made or orders or directions issued thereunder, shall, in respect of each such failure or contravention, be punishable with imprisonment for a term which may extend to five years with fine which may extend to one lakh rupees, or with both, and in case the failure or contravention continues, with additional fine which may extend to five thousand rupees for every day during which such failure or contravention continues after the conviction for the first such failure or contravention.
Ministry of Defence Publishes Solid Waste Management Bye-laws For Several Cantonment Boards
These bye laws have been notified for the cantonments of Fatehgarh, Shahjahanpur, and Meerut in Uttar Pradesh and Clement, Chakrata, and Ranikhet in Uttarrakhand. The bye-laws state that all waste generators, including households, commercial establishments, and institutions, are required to segregate waste into three categories: biodegradable, non-biodegradable, and hazardous waste.
