Electricity (Rights of Consumers) Amendment Rules, 2023

The Ministry of Power has notified the Electricity (Rights of Consumers) Amendment Rules, 2023. These Rules were notified on 14th June, 2023 and come into effect on that same date.

The Rules contemplate two new provisions:

Time of Day Tariff:

The Time of Day tariff for Commercial and Industrial consumers having maximum demand more than ten Kilowatt shall be made effective not later than 1st April, 2024. Moreover, for other consumers except agricultural consumers, the Time of Day tariff shall be made effective not later than 1st April, 2025. For the consumers with smart meters a Time of Day tariff shall be made effective immediately after installation of smart meters.

Display of Tariff:

The tariff for each category of consumers shall be displayed on distribution licensee’s website. Consumers shall be notified of change in tariff excluding fuel surcharge and other charges, at least one month ahead of time. This notification shall take place through distribution licensee’s website as well as through energy bills or Short Message Service (SMS) or Mobile Application and the like.
