CBIC extends the deadline for filing GSTR-4 by Composition Dealers for FY 2019-20

Under the previous notification, registered persons paying tax under section 10 of the Central Goods and Service Tax Act, 2017 or availing the benefits mentioned in the notification dated 7th March 2019, were classified as a class of registered persons. This class of persons was required to follow a special procedure for furnishing of return and payment of tax. Under the present notification these persons must furnish the return in FORM GSTR-4 for the financial year ending 31st March 2020, till 31st October 2020. The original deadline for filing the return was 15th July, subsequently, it was postponed to 31st August 2020. This deadline has now been extended further to 31st October 2020.

FSSAI prescribes a standardized list of documents for licences and registrations

It is now clearly stated that all Licensing Authorities must uniformly follow the Kind of Business (KoB) –wise documents that are already uploaded on the homepage of Food Licensing and Registration System (FLRS) and Food Safety Compliance System (FoSCoS). The FSSAI states that any unnecessary insistence on additional documents will attract strict vigilance action against the concerned authority. Furthermore, all applicants are required to mandatorily upload all documents as self-attested by the authorised signatory or proprietor. The FSSAI has also decided to initiate consultations regarding requirement of NOC from CGWA. Hence, it seeks comments from the general public, in this respect, at the earliest.

FSSAI publishes the Draft Regulations of the FSS (Prohibition and Restriction on Sales) Amendment Regulations, 2020

The Drafts Regulations propose the addition of a restriction relating to the conditions for the sale of non-edible ice/ ice blocks. It requires the use of Indigo Carmine or Brilliant Blue up to 10 ppm in the production of non-edible ice/ ice blocks. This applies to non-edible ice that comes in contact with food products. The addition of these substances will give the ice a bluish appearance which will enable clear distinction from edible ice which will remain colourless.

FSSAI publishes the Draft Regulations of the FSS (Organic Foods) Amendment Regulations, 2020

The Draft Regulations propose that Aggregators or Intermediaries who collect organic food and sell it to end consumers directly are exempted from the provisions of NPOP and PGS-India and other notified systems. However, such organic food must be collected from the original producer or producer organisation. The draft proposes that In-Conversion Products under the Participatory Guarantee System (PGS-India) may be labelled as ‘PGS-Green’ and ‘In-conversion to organic’. On the other hand, Conversion Products under NPOP may be labelled as ‘In-conversion to organic’. These products will also not bear the FSSAI Organic logo.
