New Delhi’s Packing Machine Notification: Key Details and Compliance Guidelines

On September 2, 2024, the Government of Delhi issued a crucial notification regarding the procedural requirements for packing machines used in manufacturing. This regulation aims to enhance transparency and compliance within the manufacturing sector.

The notification establishes a standardized procedure for the registration and reporting of packing machines used in the manufacturing process. This new procedure is part of the broader efforts to streamline manufacturing practices and ensure accurate tracking and compliance with regulatory standards.

Key Requirements for Manufacturers

  1. Furnishing Details of Packing Machines
    • Initial Submission: All registered persons engaged in the manufacturing of goods listed in the Schedule to the notification must submit details of their packing machines. This information should be provided electronically in FORM GST SRM-I on the common portal within thirty days from the notification’s effective date.
    • New Registrants: For those who obtain registration after the notification’s issuance, details of packing machines must be submitted within fifteen days of receiving their registration. This ensures that new manufacturers comply with the regulations promptly.
  2. Reporting Additional Machines
    • Installation of New Machines: If additional filling and packing machines are installed at the registered business location, the details must be reported electronically within twenty-four hours of installation. This should be done in PART (B) of Table 6 of FORM GST SRM-I.
  3. Updating Machine Capacity
    • Changes in Machine Capacity: Any modifications to the declared capacity of the machines must be reported within twenty-four hours. This update should be made electronically in Table 6A of FORM GST SRM-I.
  4. Unique Registration Number
    • Machine Registration: Upon submission of the details in FORM GST SRM-I, a unique registration number will be generated for each packing machine. This number will be accessible on the common portal and is crucial for tracking and verification purposes.

Implications for Manufacturers

This notification introduces several important changes for manufacturers:

  • Increased Transparency: The requirement to report packing machines and their capacities electronically ensures greater transparency and oversight in the manufacturing process.
  • Streamlined Compliance: The use of FORM GST SRM-I and the common portal simplifies the reporting process, making it easier for manufacturers to meet regulatory requirements.
  • Timely Updates: The strict timelines for reporting new installations and capacity changes ensure that the data on packing machines remains current and accurate.
  • Unique Identification: The issuance of unique registration numbers for each machine helps in precise tracking and verification, reducing the potential for errors and ensuring compliance.

Effective Date

The procedures outlined in this notification will come into effect from April 1, 2024. This allows manufacturers some time to prepare for compliance with the new requirements.
